transported has declined to 50,000 tons about 7,800,000 ton-km and passengers amounting 881,000 persons equal to 80,300,000 person-km in 1993 and 502,000 persons about 38,500,000 person-km. the decrease of volume transported during the 1994 to 1995 due to going destruction by acts terrorism, armed attack on trains, technical breakdowns and flooding. Half of the cancellations were caused by breakdowns, and more than half the remainder by security problems.
The freight traffic was about 6% of rice and its desires 13% of construction material, 21% agricultural products, and 35% of carried commodities.
The major commodities moving by rail are rice, paddy, fuel, fertilizer, construction material, containers, manufactured goods and food stuff. The commodity conduct traffic between 1990 and 1996 is show in table N°1
Railway in Cambodia has lot of potential target traffic if the services could be run on a regular basis in large number. On the northern line of link with Thailand is restored the distance between Phnom Penh and Bangkok is 655 Km. 385 Km in Cambodia and 270 Km in Thailand the traffic can grow to a large extent. Similarly with increase in export-import activity traffic on "Southern line" can grow manifold, particularly the container traffic between Phnom Penh and Sihanoukville.
Management and Finance
Railway of Cambodia has a staff strength of 1872, the Royal Railway of Cambodia was an autonomous financial and administrative state ownership enterprise under the Ministry of Public Works and Transport. For the early period the expenditure charge for the operating of railway could not compensate with the revenue, the government will fill pay this loss with the repputive report of these activities. The revenue was into the control of Finance Department of Ministry of Public Works and Transport. The accounting and Finance Section has the duty to survey, to control the revenue received from the transport fare of all the whole line. The balance of the revenue and expenditure was established as show in table N°2
The traffic fixed by the state are extremely low, for the sustainable of standardlive of the poople, that needed to use the railway transport as common transport for them. For the goods the demand for different type of ~vagons for the type of commodity, can by increased for instance after the peace coming.
The losses by railway are made good by the Government through operational subsidies but these do not cover the losses caused by guerrilla to full extent leading to rail infrastructure bring weakened from day to day.
Organization
The RCR operate under the law "General Exploitation Rule" for the exploitation in the two lines, and was and autonomy financial company under the state control. RCR is now under the Ministry of Public Works and Transport, the organization chart of RCR is show below.
